Throne in puerto rico

Hey there, im a small creator by the name ikaru_demon, Im typing this out to ask why is throne not fully available in puerto rico. A friend who helped me to get to affilate told me to get the app if i ever needed help getting items to increes the quality of my streams but i found out that the app does not work and i would like to know why and if there are plans for it to work in the future.
