Declining and Accepting gifts/purchase

Let creators enable a feature where they can decline or approve a gift/purchase from someone privately before the order is actually placed. That way unwanted items get declined without the struggle of the whole return process. As well a block feature to block people and a way to see a list of all accounts banned / blocked from gifting and suggesting!
